1. What is virtual net metering?
With the virtual energy offset (virtual net metering) is allowed o
offset of the energy injected into the Grid from a generating station with the
energy absorbed by one or more of its consumption installations
self-produced, without the restriction that the production facility should be
in the same (or adjacent) space as the consumption facility and is electrically connected to
this (connection to the network through the same supply), as in the classic
energy offset.

The terms and conditions for the development of production stations with virtual energy
netting were initially determined with ΥΑ ΑΠΕΗΛ / Α / Φ1 / οικ.175067 (Government Gazette B '
1547 / 5.5.2017) which was abolished and replaced by ΥΑ No.
YPEN / DAPEEK / 15084/382 (Government Gazette B '759 / 5.3.2019).
2. In what ways can virtual energy offset be applied?
Virtual energy netting can be applied in the following ways:
Offset of the injected in the Power Grid from a power station with
the energy absorbed by a self-generating consumption plant
in a remote location (opposite the production facility). In this case
the production station is connected to the Network through a new supply, in the classic shape
of the independent producer. The same applies in case the station
is located near or adjacent to the consumption facility without
is electrically connected to it.
Offsetting the energy injected into the Grid by a generating station with
the energy absorbed by more than one consumption plant
of the self-generator in remote locations (opposite the installation
production). In this case the generating station is connected to the Network via
new supply, with the classic shape of the independent producer. The same goes for

3. Who can install a virtual power plant
set-off?
The right to join has a) legal entities of public or private law that seek
public benefit or other purposes of general or local scope and b)
those registered in the Register of Farmers and Agricultural Holdings of law 3874/2010,
who either own the space in which the station is located
production or have the legal use of it (eg through lease, free concession
etc) and have secured the written consent of the site owner.
Especially for those registered in the Register of Farmers and Agricultural Holdings
Law 3874/2010 requires the submission of a certificate of affiliation to it by the competent body
(O.P.E.K.E.P.E.).

4. With what power limits is the development of stations applied by self-producers
with virtual energy offset in the Interconnected System?
In the Interconnected System (mainland and islands connected to it):
a) The power of each power plant can be up to 20 kW or up to 50% of it
sum of the agreed validity of all to be offset
consumption (in kVA), if the latter size exceeds 20 kW.
b) Especially for MT self-generators as well as for legally self-generating stations
persons under public or private law seeking public or other public benefit
purposes of general or local scope, the power of each production station
can be up to 100% of the sum of its agreed power
total consumption to be offset.
c) In each case the maximum power of a production station (except small station
wind turbines) may not exceed the limit of 1 MW, regardless of
its composition. Especially for production stations of small wind turbines or stations two
technologies, one of which is small wind turbines, the overall
installed power of small wind turbines can not exceed the maximum
limit of 60 kW.

The above energy offset stations are exempted from the obligation to take
production license.
It is noted that with the completion of the first phase of interconnection of the Cyclades, the islands
belonging to the systems of Syros, Paros and Mykonos now belong to
Interconnected System and therefore the above limits apply to
installation of production stations.
Especially in the saturated network of the Peloponnese (downstream of KYT Koumoundourou1)

as well as in the saturated network of Evia (area south of Aliveri
including the islands of Andros and Tinos), the above limits apply, up to
exhaustion of the total power margins of 30 MW and 10 MW respectively
with Law 4546/2018 (Government Gazette A '101 / 12.06.2018) for stations with energy or virtual
energy offset and for stations of E.Com ..
5. With what power limits is the development of stations applied by self-producers
with virtual energy offset in the Non-Interconnected Islands?
In the Interconnected Islands (UNS):

a) The power of each power plant can be up to 10 kW, and especially for
Crete up to 20 kW, or up to 50% of the sum of its agreed power
total consumption to be offset (in kVA), provided the latter size
exceeds 10 kW or 20 kW respectively.
b) Especially for self-generating MTs as well as for self-generating stations independently
connection by legal persons under public or private law seeking
public or other public interest purposes, general or local, the
power of each production station can be up to 100% of the sum
of the agreed power of the total consumption to be offset.

c) In each case the maximum power of a production station (except small station
wind turbines) may not exceed the limits in the table below. Especially for
power plants of small wind turbines or stations of two technologies from
one of which is the small wind turbines, the total installed capacity of
small wind turbines can not exceed the maximum of 60 kW.
